Election Observation

A series of training lectures and seminars on independent election observation conducted by the Foundation since 2016
After the announcement of the Extraordinary Presidential Election of the Republic of Kazakhstan in 2019, the Foundation set itself the task of training and preparing a pool of independent observers capable of monitoring elections for the openness and integrity of the electoral process, as well as for accessibility of polling stations for people with disabilities.

In preparation for the 2019 presidential election observation, the Foundation conducted 10 training sessions for observers

The list of cities includes Astana, Almaty, Atyrau, Aktobe, Uralsk, Pavlodar and Petropavlovsk. It also organized webinars and video lessons on independent observation.
In addition, PF Wings of Liberty organized a training for trainers (TOT), which took place on June 3 in Astana. Yelena Shvetsova, Roman Reimer, Oleg Kozyrev and Danil Bekturganov were the experts who trained the trainers at the training.

There were 19 participants in the TOT, including not only trainers from the Foundation, but also trainers from our partner organizations.

During the training the basics of the electoral legislation, forms and methods of interaction with people with disabilities and responsibility for violations of the electoral legislation were studied.


The participants and experts of the training addressed complex issues and worked out the stage of monitoring at polling stations, talked about frequent violations and discussed the rights and obligations of observers.


The result of the training sessions on observation was the work of observers from the Foundation at the 2019 Extraordinary Presidential Election in 99 polling stations throughout Kazakhstan, which is three times more than the number of polling stations covered in the 2016 parliamentary elections.
